nature running its course, or some kind of divine punishment?

Rain pours down on Noarata.
LANI (NARRATION): These days, I count myself lucky that she died instead of disappearing.
A young Lani and Nerez stand beneath an umbrella in the rain. They watch as someone digs a grave. Lani is crying while Nerez simply frowns deeply.
LANI (NARRATION): Of course, I couldn't appreciate that in the moment. How could I? Her death was the worst thing to happen to me so far, and I had no idea how much worse things would get from there.
Nerez stares off rather distantly.
LANI (NARRATION): Neither of us did.
People crowd the streets as the rain continues to pour. The roads are beginning to flood.
LANI (NARRATION): By then, Noarata's outskirts and raods leading out of twon had become impassable, leaving us stranded.
A car has broken down in a flooded street.
LANI (NARRATION): Cars broke down from the heavy rain, which meant that if people wanted to leave, they'd have to walk.
People attempt to walk through the boggy outskirts of town. They encounter a body lying in the muck.
LANI (NARRATION): Some people died trying to leave. Others disappeared into thin air as rumors of creatures stalking the streets began to circulate.
A creature of some kind, dripping an oily substance from its jaws, stares blankly into the camera.
LANI (NARRATION): Some say they saw those creatures' corpses in the outskirts.
LANI (NARRATION): I never saw any, though.
